Kira supporters are alive and well, hiding, waiting, and watching among the people, their faceless presence only an enigma to the populous... until now.  Soothsayers and fortune tellers are becoming ever more popular in the ever-changing, unsure world.  Common place as they were, their words are beginning to have much sway among the people.  It only took one woman with a history of fortune-telling predicting the 'return of an angel of death' to get Kira supporters riled.  ICPO headquarters is now under heavy guard, constantly surrounded by numerous swat teams, however, Kira supporters are undaunted by this.  The riots, especially in major cities in Japan have been getting worse by the day.  The body count rises....
